Another large piece of the Bellevue South Urban Renewal Project was East Midtown Plaza, a middle-income cooperative completed in 1974 between 23rd and 25th Streets. This group of interconnected low- and high-rise buildings containing 735 units received praise from architectural critics who felt the design avoided the institutional appearance of many apartment complexes. However, plans for the superblock created by the partial closure of 24th Street included a landscaped park at its center, which like many urban renewal projects from this period, resulted in a large concrete plaza that received limited use.

The Bellevue South Urban Renewal Project was not completed until 1979, twenty years after it was announced, when a fifteen-story structure containing 224 apartments for the elderly and handicapped was constructed on 29th Street.
